Considering the broad macroeconomic forces in play and the way the individual stocks are trading, miners of base metals are in an interesting spot.

During the past several years, base metal miners have been heavily correlated with emerging markets, and specifically to China's economic growth. This is because China has provided an incredible amount of demand for construction metals, such as copper and iron ore. The more China invests in its infrastructure, the better the business environment for these miners.

So it comes as no surprise that as investors have lost faith in China's economic growth, stock prices for miners such as Freeport-McMoRan Copper & Gold (NYSE: FCX), BHP Billiton (NYSE: BHP) and Vale (NYSE: VALE) have been under pressure.

Andrew Harrer/Bloomberg via Getty ImagesRichard Ketchum, chairman and CEO of the Financial Industry Regulatory Authority. Brokers who give retiring workers bad advice about what to do with their 401(k) plans should expect some headaches: U.S. securities regulators are taking a closer look at what happens when investors roll their workplace balances into private individual retirement accounts. The Financial Industry Regulatory Authority and the U.S. Securities and Exchange Commission are reviewing firms' practices for advising customers about so-called rollovers. The SEC said Thursday that the issue is one of its 2014 examination priorities, after Finra announced its own plans Jan. 2. Brokers should recommend a rollover only after thinking about several factors for the investor, such as low-cost funds available through some 401(k) plans and differences in fees between the two types of accounts, Finra said. Violations can lead to fines, suspensions or being thrown out of the industry. Finra's announcement marked the second time in less than a week that the regulator sounded an alarm bell about retirement plan rollovers. It also published guidance to the industry on Dec. 30. The regulators' concerns come as retirement plan rollover practices are being subjected to greater public scrutiny. Americans have roughly $21.7 trillion in retirement accounts, according to the Investment Company Institute. That covers all types of retirement accounts, including $5.6 trillion in employer-sponsored retirement plans, assets that could be lucrative for brokers who convince clients to invest them in securities through an IRA. A report last year by the U.S. Government Accountability Office concluded that the financial industry generally encourages employees to roll over their 401(k) assets into IRAs without determining whether the move is in an investor's best interest. Brokers aren't the only ones facing scrutiny on these issues. Most major financial companies manage 40

The prospects for PPL's respective businesses differ greatly. On one hand, the regulated utility business has been doing very well, with new base rates in its Pennsylvania and Kentucky markets helping drive profits higher in its most recent quarter. U.K.-based results were also strong, as the environment across the Atlantic has been relatively benign lately. U.K. rival National Grid (NYSE: NGG  ) has also seen exceptional results in its own British operations as it leverages the competitive moat that being a major regulated utility gives it in the market there. For PPL, more than half its earnings come from the U.K. division.

National Grid (NYSE: NGG  ) also has a major presence in the city, although it isn't nearly as dependent as ConEd and has been able to capture positive trends in other key markets. Nonetheless, the company has also relied on a combination of infrastructure improvements and the nation's largest spark spread to help boost its operating income by 55% since 2009. Higher natural gas prices would squeeze the spark spread and profits for both companies.

SAN FRANCISCO -- Netflix's videos are streaming through Comcast's Internet service at their highest speeds in 17 months, thanks to a recent deal that bought Netflix a more direct connection to Comcast's (CMCSA) network. The data released Monday by Netflix (NFLX) may become another flash point in a debate about whether the Federal Communications Commission should draw up new rules to ensure that all online content providers are treated the same by Internet service providers. The equal-treatment doctrine, known as Net neutrality, has become a thornier topic since January when a federal appeals court overturned the FCC's regulations on the issue. Net neutrality is also drawing more attention as Comcast tries to gain approval of its proposed $45 billion purchase of Time Warner Cable (TWC), another large Internet service provider. As the world's largest Internet video subscription service, Netflix has long supported Net neutrality as a way to prevent online service providers from giving better treatment to websites willing to pay additional fees for the privilege. Nevertheless, Netflix agreed in mid-February to pay an undisclosed sum to Comcast Corp. to create a new avenue for its videos to reach Comcast's service. Netflix previously had been paying third-party vendors such as Cogent Communications Group (CCOI) and Akamai Technologies (AKAM) to deliver its content to Comcast. Some analysts suspect Netflix may be saving money by paying Comcast directly instead of the vendors, but the specifics remain unknown as part of a confidentiality agreement. The arrangement clearly seems to paying off for Netflix subscribers who are among the nearly 21 million households and businesses that rely on Comcast's high-speed Internet service to watch movies and television shows. Comcast delivered Netflix video at an average rate of 2.5 megabits per second during March. That was a 66 percent increase from a recent low of 1.51 megabits per second in January. The March perform

    52-Week Range: $0.73-$3.25

    Thursday's Volume: 1.74 million

    Three-Month Average Volume: 1.14 million

From a technical perspective, CHTP ripped sharply higher here right off its 50-day moving average of $2.55 with above-average volume. This stock has been uptrending strong for the last two months, with shares moving higher from its low of $1.78 t its recent high of $3.25. During that move, shares of CHTP have been consistently making higher lows and higher highs, which is bullish technical price action. That move has now pushed shares of CHTP within range of triggering a major breakout trade. That trade will hit if CHTP manages to take out some near-term overhead resistance levels at $3 to its 52-week high at $3.25 with high volume.

Traders should now look for long-biased trades in CHTP as long as it's trending above its 50-day at $2.55 and then once it sustains a move or close above those breakout levels with volume that hits near or above 1.14 million shares. If that breakout triggers soon, then CHTP will set up to enter new 52-week-high territory above $3.25, which is bullish technical price action. Some possible upside targets off that breakout are its next major overhead resistance levels at $4.21 to $4.40.
